Sheena Fazili is an Development Economist & Data Systems Specialist with more than eight years of experience leading experimental research, impact evaluations, and large-scale data initiatives.

She spent the majority of her career at the World Bank, where she advised low- and middle-income countries on strengthening national statistical systems, improving data quality, and using evidence to inform policy and investment decisions. She also managed the full production cycle of the Bank’s flagship Learning Poverty indicator—overseeing complex components - from analytical coding and data pipeline design to donor engagement, cross-departmental coordination, and capacity-building with government counterparts.

Sheena’s technical expertise includes randomized control trial (RCT) design and implementation, indicator development, and building efficient, reproducible data systems using modern version-control and automation tools. She is known for her ability to translate complex statistical results into actionable insights for policymakers, practitioners, and diverse stakeholder groups.
